In connection with the opening of the Danish Parliament the Government as usual presented a catalogue over the bills which can be expected to be proposed during the assembly that started yesterday.
Within the Tax Minister’s area of competence, there are few initiatives, which probably is caused by the fact, that a major tax reform was passed just before the summer holiday.
Below we mention some of the more important bills within the Tax Minister’s area of competence:
Equalization tax on large pension benefits
The aim of the equalization tax is to neutralize the tax advantage that otherwise would be the result of the tax reform’s cut in the income tax rates. The special tax will be temporary and the bill is expected to be proposed in February 2010.
The public assessment of real estate
The Tax Minister has started an unravel of the need to change the rules on the public assessment of real estate. It has been considered to abolish the rules. The conclusion of the considerations is expected to be presented in February 2010.
Reverse charge
All ready in October 2009 it is expected that the Tax Minister will propose a bill with changes to the VAT law including an extended use of the so called reverse charge.
Duty on saturates
In November 2009 a bill will be proposed introducing a duty of DKK 25 per kilo saturates in dairy products such as milk and cheese and in vegetable sweet oil.
Climate protection etc.
The Tax Minister will propose a bill that allows for a deduction for expenses to plantation of certain species of plant such as ash, hazel etc. that contribute to improve climate and environment.
The bill is aimed at the farming industry but also other land proprietors may obtain a deduction for such expenditures as this is expected to improve the crusading spirit in this area.
The minister will also propose a bill with the purpose of improving and simplifying the terms applying for persons investing in continuous energy plants.
Other
A number of new tax treaties will be proposed. We have in previous numbers of Tax Watch mentioned these treaties.
A bill on duty on methane discharge from energy use will be proposed.
